Citzens are a race of individuals that few hold singular importance. By nature, they are victims during times of war. When it comes a time when forces collide toward the citizens, they have no choice but to become involved in the fight for survival.

Although citizens are more prone to innocence, some have become evil and choose to seek out war. Other citizens have become casualties in war, such as one with a balance disorder whose doctor was Fate. She was prescribed a medicine that contained cartel drugs and lost her life after consuming it, becoming skeletal.

An unidentified citizen had died during unknown circumstance. She discovered that Hell had established upper management inside of Heaven. The Devil's Boss had found her and they faught.
